Average IQ in Taiwan: What PISA Can—and Cannot—Tell Us

What did Taiwan score in PISA 2022?

Taiwan performed above the OECD average in mathematics, reading, and science. The OECD Education GPS reports the following means for Taiwan, listed as Chinese Taipei in its tables:

The Taiwan Ministry of Education reports that 182 schools and approximately 6,000 15-year-old students took part. PISA is a sample survey: students receive a selection of tasks and answer background questions, and statistical methods estimate the performance of the wider age group. The result is therefore a population estimate for a defined school-age cohort, not an individual score and not a national IQ.

The three PISA scales also have their own proficiency levels. A student’s mathematics level describes the kinds of mathematical tasks they can usually solve under PISA conditions. It does not identify a person as “high IQ,” and a country’s mean cannot be translated into the 100/15 IQ scale by subtracting or dividing numbers.

Is a PISA score the same as an IQ score?

No. PISA and IQ tests answer different questions. PISA asks whether students can use school-related knowledge in realistic mathematics, reading, and science situations. A professionally administered IQ test samples cognitive tasks such as verbal reasoning, visual-spatial reasoning, working memory, and processing speed, then compares an individual with people of the same age in a norm group.

The samples differ as well. PISA focuses on 15-year-olds enrolled in the participating education system. An IQ assessment can be given to a child, teenager, or adult, and the appropriate norms depend on age and the test version. PISA is also designed for system-level comparisons; a clinical or educational IQ assessment is interpreted for an individual referral question.

For these reasons, there is no scientifically accepted equation such as “Taiwan’s PISA mathematics score ÷ 5 = IQ.” Treating 547 as an IQ would mix scales and create a number with no valid interpretation.

Did Taiwan improve compared with 2018?

Taiwan’s Ministry of Education reports that mathematics, reading, and science all improved in 2022 compared with 2018. That is useful evidence about changes in measured learning for the PISA cohort. It is not evidence that the population’s innate intelligence rose by a corresponding number of IQ points.

Scores can change when curricula, teaching practices, student participation, health, technology use, or the composition of the tested cohort changes. PISA also reports statistical uncertainty, so a small difference should not be treated as a precise year-to-year transformation. The meaningful question is how the education system’s learning outcomes and gaps develop over several cycles.

Taiwan’s strong mathematics result should therefore be read alongside reading and science, the distribution of proficiency levels, and background indicators. A single mean can hide students who are struggling as well as students at the top of the distribution.

What can the data say about differences inside Taiwan?

A national mean does not describe every Taiwanese student. Students vary by household resources, school location, prior schooling, language environment, disability support, health, and access to time and materials for study. PISA’s background questionnaire can help researchers study these associations, but an association is not a fixed ability label and does not predict an individual’s IQ.

The test language and familiarity with the school context also matter. A student who is learning in a different home language may need to process the language of the item before demonstrating the target skill. That is a measurement and opportunity issue, not proof of lower general intelligence. Likewise, a high mathematics mean does not imply that every student has the same verbal, creative, practical, or social strengths.

PISA’s subject tests are intentionally limited. They do not measure all forms of reasoning, curiosity, creativity, emotional understanding, motivation, or knowledge outside the tested framework. It is reasonable to say that Taiwan’s sampled students showed strong performance on these three PISA domains; it is not reasonable to turn that statement into a claim about a single national cognitive trait.

Participants are self-selected: people who enjoy puzzles, have reliable internet, understand the test language, or are curious about IQ are more likely to appear.

Check the instrument, norm group, age range, recruitment method, year, exclusions, weighting, and confidence interval before accepting a national claim. A large number of volunteer attempts does not automatically become a representative sample. A result with two decimal places can still be biased if the people who took the test do not represent Taiwan’s population.

How can someone in Taiwan obtain a meaningful IQ result?

Use an age-appropriate, validated assessment administered under standard conditions by a qualified professional. Ask which language and norms are being used, what referral question the assessment addresses, and how the evaluator will explain confidence intervals and subtest patterns. School history, attention, hearing, vision, health, and language exposure should be considered when interpreting the result.

An online quiz can be informal practice, but it should not be used alone for diagnosis, school placement, employment, or comparisons between nationalities. A useful individual report identifies the test version, administration conditions, norm group, uncertainty, and the abilities that were actually measured.
