Average IQ in the UAE: What PISA and HCI Data Show
If you search for the average IQ in the UAE, the evidence-based answer is that the United Arab Emirates has no current, official IQ mean for its entire population. It does have detailed education data. In PISA 2022, UAE 15-year-olds averaged 431 in mathematics, 417 in reading, and 432 in science. The World Bank’s 2020 Human Capital Index (HCI) was 0.67. Neither set of numbers is an IQ score.
PISA measures how students apply knowledge in mathematics, reading, and science. HCI combines health, schooling, and learning conditions to estimate future productivity. An IQ test is a standardized psychological assessment interpreted against an age-specific norm group. Treating PISA or HCI as a national IQ would mix scales, samples, and purposes.
Does the UAE have an official average IQ?
No. The UAE does not publish an authoritative, all-age national IQ average. A defensible national estimate would require representative sampling of Emirati citizens and residents across ages, emirates, school systems, socioeconomic groups, languages, disability status, and people outside school. It would also need validated instruments, standardized administration, appropriate norms, weighting, and uncertainty intervals.
IQ scores are norm-referenced. Many modern tests use a reference mean of 100 and a standard deviation of 15 for a defined age group. That convention describes relative performance in the test’s norm sample; it is not a permanent property of a country. Language, schooling, health, attention, test conditions, and the cognitive domains included can all affect a result.
| Number often quoted online | What it may represent | What it cannot establish |
|---|---|---|
| “The UAE’s IQ is 84” | A model, compilation, or selected sample | The score of every Emirati or resident |
| PISA 2022 mean | Learning performance of sampled 15-year-olds | An all-age IQ distribution |
| HCI of 0.67 | Expected human capital relative to a benchmark | IQ points on a 100/15 scale |
| Online-test average | Volunteer visitors on one website | A representative national mean |

What did UAE students score in PISA 2022?
UAE students scored below the OECD average in all three PISA domains, while the results show substantial variation inside the country. OECD Education GPS reports:
| PISA 2022 domain | UAE mean | OECD mean | What the domain assesses |
|---|---|---|---|
| Mathematics | 431 | 472 | Applying mathematical reasoning to problems |
| Reading | 417 | 476 | Understanding and using written texts |
| Science | 432 | 485 | Explaining and reasoning with scientific information |
In the UAE, 24,600 students in 840 schools completed the mathematics, reading, or science assessment. They represented about 60,800 15-year-olds, an estimated 94% of the total population of that age. PISA is a sample survey for system-level comparison. It is not an individual IQ test and does not measure adults who were not in the target cohort.
Proficiency levels provide useful context. Fifty-one percent of UAE students reached at least Level 2 in mathematics, compared with 69% across OECD countries. In reading, 52% reached Level 2 or higher, and in science 55% did so, compared with OECD averages of 74% and 76%. These levels describe performance on PISA tasks; they are not IQ cutoffs and should not be used to label an individual student.

Is a PISA score the same as an IQ score?
No. PISA and IQ tests have different purposes, samples, and scales. PISA asks how 15-year-olds use learned knowledge in realistic mathematics, reading, and science situations. A professionally administered IQ assessment samples cognitive tasks such as verbal reasoning, visual-spatial reasoning, working memory, and processing speed, then compares one person with an age-appropriate norm group.
PISA is designed to evaluate education systems. An IQ assessment is interpreted for an individual referral question, such as understanding a learning profile or planning support. PISA also reflects curriculum, language, school access, and opportunity to learn. There is no valid equation such as “431 PISA mathematics points equals an IQ of 86.” Rescaling the figures to 100/15 would produce an invented statistic.
What does the World Bank Human Capital Index show?
The HCI describes conditions that shape future productivity; it is not a measure of intelligence. The World Bank’s 2020 UAE brief says a child born just before the pandemic could expect to reach 67% of the productivity possible with complete education and full health. The regional Middle East and North Africa average was 56%, and the high-income-country average was 71%.
The same profile reports 99 out of 100 children surviving to age five, 13.5 expected years of school, a harmonized test score of 448, and 9.6 learning-adjusted years. The difference between expected and learning-adjusted years reflects measured learning quality within the HCI framework; it is not a count of lost IQ points.
| HCI component | UAE figure | Sensible interpretation | Why it is not IQ |
|---|---|---|---|
| Human Capital Index | 0.67 | Expected productivity relative to a benchmark | Composite health-and-learning index |
| Expected years of school | 13.5 | Quantity of schooling a child could expect | Enrollment is not reasoning ability |
| Learning-adjusted years | 9.6 | Schooling discounted for measured learning | Not lost IQ points |
| Harmonized test score | 448 | Cross-assessment learning scale | Not a 100/15 norm |
| Survival to age five | 99/100 | Early-childhood health condition | Not cognitive ability |
The HCI gender breakdown reports an HCI of 0.69 for girls and 0.66 for boys, with harmonized test scores of 463 and 432 respectively. These are group-level human-capital indicators and do not establish a fixed sex difference in general intelligence. The profile says there were insufficient data to disaggregate HCI by socioeconomic group, so it cannot support a precise rich-poor IQ claim.
What changed between PISA 2018 and 2022?
Mathematics and science performance were about the same as in 2018, while reading declined. OECD reports that the 2022 reading mean was below any previous UAE PISA result, while the long-term science trend was essentially flat. Mathematics in 2022 was above the 2009–10 results but broadly in line with more recent cycles.
This is an education-outcome trend, not a change in national IQ. School closures, curriculum, participation, language, health, and learning support can affect achievement. The UAE reported that 65% of students experienced school-building closures lasting more than three months during the COVID period. A year-to-year PISA difference should therefore be interpreted with uncertainty intervals and context, not as evidence that a population became intrinsically more or less intelligent.
Why is the UAE sample especially diverse?
The UAE’s PISA results reflect a highly international student population. Around 53% of 15-year-old students in 2022 had an immigrant background, including 34% who were first-generation immigrants. About 59% of immigrant students and 55% of other students reported that the language they usually spoke at home differed from the language of the PISA assessment.
The performance differences are large: immigrant students scored 90 points higher than non-immigrant students in mathematics and 108 points higher in reading before socioeconomic adjustment. The UAE’s immigrant students also tended to have a more advantaged socioeconomic profile. These findings are associations within an education dataset, not evidence of a fixed group ability. They show why a single “national IQ” would obscure who was tested, in which language, and under what schooling conditions.
Gender differences are also subject-specific. Girls outperformed boys by 7 points in mathematics and 45 points in reading. Boys had a slightly larger share of top mathematics performers, while girls had a larger share of top reading performers. No one of these patterns can be reduced to a single national IQ figure.
Why do online UAE IQ estimates disagree?
Online estimates often combine different tests, samples, years, and assumptions. One website may average visitors who choose a timed matrix puzzle; another may copy a country table based on selected school samples or statistical modelling. People who enjoy puzzles, understand the test language, have reliable internet, or are curious about IQ are more likely to participate.
Before trusting a national estimate, check the instrument, norm group, age range, recruitment method, year, exclusions, weighting, and uncertainty interval. The UAE’s international school landscape and multilingual population make sample coverage especially important. A large number of volunteer attempts does not make a representative national sample.
How can someone in the UAE obtain a meaningful IQ result?
Use an age-appropriate, validated assessment administered under standard conditions by a qualified professional. Ask which Arabic, English, or other language norms apply, what referral question the assessment answers, and how the evaluator will explain confidence intervals and subtest patterns. School history, attention, hearing, vision, health, and language exposure should be considered.
An online quiz can be informal practice, but it should not be used alone for diagnosis, school placement, employment, or nationality comparisons. A meaningful report identifies the test version, administration conditions, norm group, uncertainty, and abilities that were actually measured.
Q: What is the average IQ in the UAE?
A: There is no official, current all-age national IQ average for the UAE. PISA and HCI describe learning, health, and opportunity—not one IQ mean for every citizen or resident.
Q: Is the UAE’s PISA score its average IQ?
A: No. PISA 2022 means of 431 in mathematics, 417 in reading, and 432 in science are achievement scores for sampled 15-year-olds. They cannot be converted into IQ points.
Q: Does an HCI of 0.67 mean an IQ of 67?
A: No. HCI combines health, schooling quantity, and measured learning against a productivity benchmark. It is not an IQ scale and has no IQ conversion formula.
Q: Why do UAE IQ estimates online differ?
A: They use different tests, samples, languages, ages, and years. The UAE’s diverse and international school population makes recruitment and language coverage particularly important.
Q: How can I measure my IQ in the UAE?
A: Choose a properly normed assessment under standard conditions with a qualified professional. Interpretation should include language, age norms, schooling history, confidence intervals, and the limits of the instrument.
